ICSTACK-442 IO device requires a restart after cycle time adjustment by the PLC in IRT mode In IRT mode, if the PLC changes the cycle time, the IO device needs to be restarted in order to restore it's correct functionality. This is causing "ShortCycles" testcase on Spirta to fail when the tester switches between 500us and 250us cycle time.
